„Solidarity First“

Die Diakonie Deutschland hat gemeinsam mit der Kirchlichen Kommission für Migranten in Europa (CCME) von 15.-20.10.2018 die 15. Europäische Asylrechtskonferenz ausgerichtet. Etwa 150 Teilnehmende aus 16 europäischen Ländern aus dem kirchlichen und nicht-kirchlichen Kontext haben sich auf Chios und in Athen unter dem Konferenztitel „Solidarity First – Reclaiming the values and principles of Europe” versammelt.

Auf Grundlage der Diskussionen und Erkenntnisse aus den Exkursionen u.a. in dem Hotspot Vial und anderen Flüchtlingslagern in Griechenland forderten die Konferenzteilnehmer in ihrer Abschlusserklärung am 20.10.2018:

  • Die Beendigung des Hotspot-Ansatzes, sowohl in seiner bestehenden Form als auch als Vorlage für ein zukünftiges EU-Asyl-Regime.
  • Den sofortigen Transfer der Asylsuchenden von den Inseln auf das griechische Festland sowie die sofortige Verbesserung der Aufnahmebedingungen auf den Inseln. Die Verantwortung hierfür sehen wir gleichermaßen bei den europäischen und den griechischen Behörden.
  • Die Beendigung der Externalisierungsstrategie der EU zugunsten einer gemeinsamen Asylpolitik (GEAS), die in Bezug auf Aufnahme und Ablauf, Zugang zum Verfahren und Teilung der Verantwortung zwischen allen Partnern hohe Standards erfüllt.
  • Die Einrichtung sicherer Zugangswege nach Europa für Schutz und aus anderen Gründen, beispielsweise der Familienzusammenführung und Arbeitsmigration

Katharina Stamm, juristische Referentin für Europäische Migrationspolitik der Diakonie Deutschland: ”Was wir gesehen haben stellt ein weiteres Mal das Dublin-System in Frage, das Griechenland und andere Länder an den EU-Außengrenzen mit einer überproportionalen Verantwortung allein lässt. Wir sind der festen Überzeugung, dass Europa sein Bekenntnis zu Flüchtlingsschutz erneuern und einen wirklich funktionierenden Solidaritätsmechanismus einführen muss. Sofortige Maßnahmen sind erforderlich, um die untragbaren Zustände für Flüchtlinge in den hotspots zu verbessern.“

Participants were shocked by the living conditions housed in the Vial hotspot on Chios, and later condemned the “undignified and humiliating” situation in the conference resolution. They also expressed concern about the impact on local populations of policies keeping asylum seekers at the border of the European Union. “We can only conclude that Europe cannot continue with its asylum policy as-is,” remarked Dr Torsten Moritz, general secretary of CCME. “As churches we want to see this reality of suffering and death replaced by one of solidarity, fellowship, and hope.”

While those gathered in Greece represented a diversity of interests and national contexts, they agreed on a common call for solidarity between member states of the EU and with refugees as guiding principles for a true Common European Asylum System. “What we have witnessed here calls into question the current regime of the Dublin Regulation, which leaves Greece among other countries at the EU external borders with disproportionate responsibility,” remarked Katharina Stamm legal adviser on European Migration Policy of Diakonie Deutschland. “We strongly believe that Europe must renew its commitment to refugee protection, find a truly working solidarity mechanism and do to more to help those arriving in Greece and those welcoming them.”

“The evaluation of the field visits and the information received during the days of the conference highlighted the fact that the hot spot approach can’t be a “best practice for future” European policies on the management of mixed migration arrivals,” said the CCME Vice Moderator Efthalia Pappa from the church of Greece. “Durable solutions regarding reception, asylum procedures and return policies need to be in conformity with the European acquis and Member States need to implement effectively the core fundamental principles of solidarity and burden sharing,” she added.
